Dingbats, Wingdings, Calligraphy and Typography
A Dingbat has a number of meanings such as a typographical symbol (type setting glyph) or ornament and/or someone who's eccentric or empty headed. First appeared somewhere around the early 1900's. OH Humble Parish Council
Parish councils escaped the remit of The Localism Act 2011 and 10 years further on bullies and old white farts still proliferate. Successive Tory governments have failed miserably by not publishing consultation results from 2015 (extending local government remit). Further a draft public service ombudsman bill In 2016 (inclusive all parish councils) was drafted but never put before parliament and now, asides from the cost, not fit for purpose. A government briefing paper (04827) in February 2019 again highlighted need for reform, yet still nothing has been done.

Not Fit For Purpose
Who regulates the regulators? The tortuous quagmire of the ombudsman. Dimly lit satellites manned by Space Cadets. The Energy Ombudsman, The Legal Ombudsman, The Property Ombudsman, The SRA, The OPG, The FOS, The FCA, The IOPC. It's not in the interests of successive Tory governments to empower or educate the masses. Is there any way back from the abyss.
